python 'environments have crashed'

I'm just getting started with using universe in python to learn how to make a game bot. I'm using a demo code to start with. However I get the same error after I run the code on PyCharm.

import universe

env = gym.make('flashgames.DuskDrive-v0')
env.configure(remotes="vnc://localhost:5900+15901")
observation_n = env.reset()

while True:
  action_n = [[('KeyEvent', 'ArrowUp', True)] for ob in observation_n]  
  observation_n, reward_n, done_n, info = env.step(action_n)
  env.render()

It would return,

raise error.Error('{}/{} environments have crashed! Most recent error: {}'.format(len(self.crashed), self.n, errors)) universe.error.Error: 1/1 environments have crashed! Most recent error: {'0': 'Rewarder session failed: Connection was refused by other side: 61: Connection refused.'}

I tried changing the localhost and I installed 'golang libjpeg-turbo', thinking that I was missing an installation. However nothing changed.

I'm using an anaconda environment, I'm not sure if that makes a difference.
